II Samuel 8

David also made war on Moab–apparently forgetting the favor they did when they gave his parents asylum. He killed two-thirds of them and enslaved the rest.

He also defeated Hadadezer, King of Zoab, who had a huge army of chariots. In fact, David hamstrung 1600 horses. He also conquered Zoab’s Syrian allies and made Syria  tribute kingdom.

Toi, king of Hameth made treaty with David in honor of David’s defeat of Hadadezer, Toi’s sworn enemy. He also gave David much treasure.

David defeated Edom and made them pay tribute.

Then David invented bureaucracy to help him run his sprawling kingdom.
